Special Corrspondent
New Delhi/Aizawl
24 March 2017
The Assam Rifles authorities today refused second post mortem of Rifleman Kamal Mitra Chakma of the 36th Assam rifles (B.Company) who was brutally assaulted by four of his colleagues including one Mr Satham on 10th March 2017 and later succumbed to his injuries at Jorhat military hospital in Assam on 18 March 2017.
Yesterday night, the relatives of late Kamal Mitra Chakma were briefly detained at Lunglei Police Station by the Assam Rifles personnel who sought to forcibly handover the dead body of Mr Chakma currently lying at the Assam Rifles compound at Lunglei, Mizoram. The Assam Rifles Commanding Officer at Aizawl this morning called up the relatives of late Kamal Mitra Chakma and threatened to block the pension and other facilities for not accepting the dead body.

The post mortem examination conducted at Jorhat without the presence of family members stated the cause of the death as “consumption of liquor”. The Commanding Officer of the 36th Assam Rifles (B. Company) Colonel Mr DNS Thakur has failed to take appropriate actions against the culprits and has been trying to protect them.
Ms Sujana Devi Chakma, wife of Late Kamal Mitra Chakma is demanding second post mortem because “if Kamal Mitra Chakma fallen from a building or heights, he would have suffered injuries on his head but this is not the case. He has not suffered injury in his head but received fractures in leg, hand and thigh after being hit with blunt objects. The bladder of Kamal Mitra Chakma was removed without the knowledge and permission of family members”.
“The Assam Rifles authorities did not file any First Information Report (FIR) with the Nagaland Police after rifleman Kamal Mitra Chakma was assaulted on 10th March 2017 and they did not file any FIR even after his unnatural death at Jorhat, Assam on 18th March 2017. This establishes beyond any reasonable doubt that the Assam Rifles authorities acted to conceal/suppress murder of Rifleman Kamal Mitra Chakma by his own colleagues and protect the culprits.” Stated Mr Victor Talukdar, Deputy Secretary General of All India Chakma Social Forum (AICSF).
AICSF stated that the Assam Rifles personnel by refusing to conduct second post mortem and further threatening he family members are forcing the family members to move the Guwahati High Court seeking directions to register an FIR and conduct second autopsy by the doctors of the All India Institute of Medical Sciences or the Central Forensic Science Laboratory in New Delhi.
