Pune Gangland: Gajanan Marne Faces One-Year Detention Under MPDA

A joint operation carried out by Pune rural police and Satara police culminated in the capture of the infamous criminal Gajanan Pandharinath Marne in Jaoli taluka of Satara district.

District Collector Rajesh Deshmukh, acting upon a proposal from Pune rural police, issued an order authorizing Marne’s preventive detention for one year.

This decisive action is enacted under the stringent Maharashtra Prevention of Dangerous Activities of Slumlords, Bootleggers, Drug Offenders, and Dangerous Persons Act (MPDA) of 1981.

Rising Challenges Amid Urban Growth

As Pune city and its adjacent regions, including the Pune and Pimpri Chinchwad Municipal Corporations, experience rapid industrialization, there has been a notable surge in people relocating from other districts and states to this thriving urban center.

Unfortunately, this demographic shift has provided an opportunity for unemployed youth to gravitate towards a life of crime, aspiring to become prominent figures in criminal enterprises such as ‘Bhai, Dada, Bhau.’ This trend involves extortion activities targeting individuals, business owners, and companies.

Cracking Down on Organized Crime

In response to the rising threat of organized crime within Pune district, Special Inspector General of Police (Kolhapur range) Manoj Lohia has directed law enforcement agencies to employ rigorous legal measures like the MPDA and the Maharashtra Control of Organised Crime Act (MCOCA).

In line with this directive, Pune rural SP Dr. Abhinav Deshmukh has overseen a series of actions taken against criminal gangs.

Under the leadership of Police Inspector Padmakar Ghanwat of the Local Crime Branch (LCB), a dedicated team has executed the externment (Tadipar) of 74 individuals affiliated with 17 different gangs since October 2020.

65 individuals associated with 12 distinct gangs have voluntarily entered into good behavior agreements, as part of efforts to curtail criminal activities in the region.

Rivalry and History of Offenses, Marne and Ghaiwal’s Criminal Journey

Police records indicate that both Gaja alias Gajanan Pandharinath Marne and Nilesh Ghaiwal have a long history of criminal activities dating back to 2000. They were jointly charged for offenses in 2001 and 2003.

Subsequent differences led them to form separate gangs. Tensions escalated significantly in 2009 when the Marne gang attempted to assassinate Ghaiwal. Since then, both gangs have engaged in violent clashes as they vie for dominance.

Marne’s Extensive Criminal Record

Gajanan Pandharinath Marne has accumulated a staggering 22 cases against him, ranging from murder and attempted murder to extortion, robbery, and assault.

He has been acquitted in several instances due to a purported “lack of evidence.” His recent release from Taloja jail on January 15 this year was marked by a procession through Pune with over 200 supporters and vehicles.

During this event, they not only refused to pay tolls but also engaged in the looting of food items, leading to six registered cases related to these incidents.

Marne’s Detention Orders Supported by Strong Evidence

Recognizing Marne as a significant threat, Police Inspector Ashok Dhumal of Paud police station submitted a proposal to the Pune District Collector for Marne’s one-year detention under the Maharashtra Prevention of Dangerous Activities of Slumlords, Bootleggers, Drug Offenders, and Dangerous Persons Act (MPDA).

Following an assessment of compelling evidence against him, the Collector ordered Marne’s preventive detention for one year on March 2.

Arrest Operation Led by Law Enforcement Team

Acting on specific intelligence, a dedicated team, led by Assistant Police Inspector Amol Mane, Head Constable Jitendra Kamble, Police Naik Imran Matekari, and Constable Amol Pawar, successfully apprehended Marne and three of his associates while they were traveling in a vehicle within the jurisdiction of Medha police station in Satara district on March 6.

Pune Rural Police Vow to Pursue Stringent Legal Measures

Pune rural SP Dr. Abhinav Deshmukh has reiterated the commitment of Pune Rural Police to take strict legal actions against dangerous criminals and gang members, safeguarding the community from potential threats.

The general public is encouraged to report any disturbances or concerns related to criminal gangs to their local police station.
